Make section and step notes formatting options sticky on scroll to notes section

When users scroll down on a step sideabr, the Notes formatting options disappear. This makes it difficult to edit text when you have longer notes.

This fix would make those formatting toggles sticky, so that you can easily access them when you're scrolled down on a notes section.
