Make the Section Notes editor options sticky on scroll

Right now, when users add notes into the Section that causes the sidebar to extend past it's normal length, the Text Editor options disappear on scroll.

This feature will ensure that the text editor options stick so that users can easier use them even in the text within the Section sidebar extends far down the sidebar.
