New tool status for those to be retired

We currently have "active", "cancelled" and "considering" statuses.

It would be helpful to have a category for tools which are candidate for retirement (as opposed to "considering"), so they can be easily identified in the tools list panel by status

    It'll also be great to have a "paused" status for tools that are presently not active but still needed/used/available on a case-by-case basis. "Inactive" would work as well.

    Hey Fanny! Great idea — how about we implement the word "Deprecating"? Deprecating is a more common word for a tool's status as it's on its way out. Thoughts?
