Private Notes on Workflow Steps

Agencies and consultants who map processes for clients often need to keep their own working notes on steps, separate from the documentation the client sees. It would help to have private notes on a workflow step that only the workspace owner and admins can view. These notes would not appear in public Shared Views.

This is different from locked notes, which would still be visible to external viewers and only restrict editing.
