Switch default UI to click to pan, SHIFT+click to multi-select

Users have requested to have mouse click to by default pan around the canvas; and multi-select steps would require SHIFT+Click.

The more common action is to pan, more-so than multi-select. It'll make the tool feel more intuitive moving around.
